Are bookmarks and forms kept?
No. The merge builds a new PDF and copies pages only. Document bookmarks and AcroForm fields are not carried over. Appearance already painted on the page stays.
How is this different from Organize?
Merge stacks whole files. Organize reorders, rotates, or drops pages inside one PDF.
