Why did PDF to Excel fail?
The PDF has no text layer to grid into cells, so there is no workbook (HTTP 422). Run OCR on the scan first. Complex layouts stay imperfect even when a workbook is returned.
Does PDF to Excel use LibreOffice import?
No. It reads the PDF text layer into rows and columns (same baseline → row, wide gap → new column). LibreOffice is not the importer on this URL.
